Circular Economy and Regional Innovation Systems

Abstract

This article analyzes how circular economy (CE) can be integrated into regional innovation systems (RIS) as a strategy for sustainable territorial development. A comparative study was conducted across three Latin American regions—Antioquia (Colombia), Jalisco (Mexico), and Lima (Peru)—using a qualitative approach based on Structural Strategic Mapping (SSM), semi-structured interviews, and document analysis. Results indicate that EC–RIS integration depends on institutional configuration, multi-actor cooperation, and the quality of the regional innovation ecosystem. Strategic variables behave as linking factors, highly influential and dependent, requiring coordinated and systemic interventions. Key enabling factors include governance, talent development, financing, and business participation, while common challenges include institutional fragmentation and a lack of circularity indicators. The study concludes that successful integration calls for a balanced capacity architecture, a shared vision of development, and adaptive strategies tailored to local contexts.
